Apresenta uma série de palestras sobre direito constitucional organizadas pela Associação de Ciência Política da Universidade de Michigan, entre março e abril de 1889. Pela iniciativa do professor e presidente da mesma instituição, pretendeu-se oferecer aos estudantes dos mais diversos departamentos da Universidade um ciclo de palestras de direito constitucional do ponto de vista histórico. Assim a idéia foi concebida e planejada, e atraiu o interesse de tal forma que conduzio à crença de que a publicação das palestras em forma permanente atenderia os estudantes de direito e ciência política pelo país.
