Resumo: Given the paradigm shift that has characterized the legal treatment of children and adolescents since 1988 in Brazil, this paper investigates the panorama of legislative proposals on the Statute of Children and Adolescents over a ten-year period. Through quantitative and qualitative analysis of the proposals, and based on the theoretical framework of critical criminology, it identifies which policies had the highest number of legislative initiatives: social or political. It also determines the link between the types of propositions and the political parties to which the proposers belonged. The results indicate a predominance of criminal policies aimed at repressing, on one hand, adults who victimize children; and on the other, adolescents who come into conflict with the law. There was a predominance of left-wing parties in the first, and of right-wing parties in the second. This trend contributes to the reversal of priorities, and the social reproduction of inequalities.
