Summary - This article stresses the assumptions upon which was founded participative
strategy in public administration and proceeds to submit them to a criticaI scrutiny. The fact that such strategies. through official initiative. are focused on
the organization of populational tiers is conducive to a discussion on the conceptualization
of the "needs" of these societal strata. as well as on incidental
incompatibilities between State initiative and the formation of such "responsible
citizens". it has in view.
The analysis effected opposes both favorable and unfavorable arguments related
to participation, and ist final conclusion is that without a revision of the
Iogical tenets which inspire the action of the so-called "populational tiers", the
assumptions underlying the participa tive strategy come into conflict with democratic
principIes. |
