This paper aims to discuss the solidarity principle as one of the pillars of Brazilian social security protection. The goal is to analyze how solidarity underlies the fundamental rights, especially the social security rights, with an evaluation from the double perspective, the commutative solidarity and the distributive solidarity. The paper intends to demonstrate that distributive solidarity should be applied on a subsidiary basis in social security systems. The article begins with the presentation of the structure of the Brazilian social security system. Then it explores the potentiality of the two sides of the principle of solidarity applied to social security. It goes on to demonstrate the problem of inverted solidarity and ends with the defense of the principle of solidarity as one of the basics for the Brazilian Constitution to consider social security as a fundamental right.
