Resumo: It analyzes plans and strategic actions adopted to deal with the unforeseen in the elections held from 2012 to 2018 in Brazil. Concepts of strategy, organizational complexity and highly reliable systems were adopted. Interviews, participant observation and public documents were used as data source. The results revealed that the planning, although relevant, has become insufficient for the management and achievement of the established objectives. As the electoral process was underway, other elements proved to be important to management, such as emerging strategies and even, albeit to a lesser extent, improvisation, in response to the dynamics of the process and unpredictable situations arising from the environment, all managed in order to seek the effectiveness and reliability of the electoral system.
