Apresenta ainda um detalhado estudo sobre as mudanças na lei ao longo dos séculos, baseado em específicas prioridades de uso de água e nas grandes mudanças trazidas pelos novos Códigos e pela Constituição de 1988. Chama a atenção para o fato de o Brasil ainda estar em processo de consolidação de seu regime legal de águas.
